(a) In addition to other requirements in AS 28.10, an applicant for title to and registration of a vehicle purchased or titled in a foreign country must submit the following documents:
(1) a manufacturer's certificate of origin or other foreign ownership documents;
(2) a bill of sale, a signed title, or comparable document evidencing a transfer of ownership and possession to the applicant; and
(3) documents evidencing legal entry into the United States.
(b) In this section "foreign country" means any country other than the United States of America.
