Each licensee shall maintain a record showing the name, address and license or instruction permit number of each person given instruction, and shall show the particular type of instruction given and how much time was devoted to each type of instruction. The record shall be maintained for three years and shall be open to the inspection of the department at all times, but shall be for the confidential use of the department.
