To qualify as an instructor for a driver training school, each person must meet the following requirements and pay the fee required by AS 28.17.031 (b):
(1) be of good moral character;
(2) be 21 years of age or older;
(3) hold a valid, unlimited, Alaska driver's license for the class of vehicle in which he is giving instruction and a valid instructor's license;
(4) have not been convicted with such frequency of offenses against traffic regulations, ordinances or statutes during the two years immediately prior to application as to indicate a disrespect or disregard for the safety of other persons, and have not been convicted or have charges pending for reckless driving or driving while under the influence of liquor or drugs during the one year immediately prior to application;
(5) pass such examination as the department may require on traffic laws, safe driving practices, operation of motor vehicles, driver-training teaching methods and techniques, and laws pertaining to commercial driver-training schools; the examination may not be administered to an applicant more than two times during any 12 consecutive months, and a one-week waiting period is required between tests;
(6) on and after January 1, 1970, each new applicant shall have successfully completed a training program approved by the state Department of Education and Early Development consisting of 40 or more clock hours in these courses related to instructor training.
