The detachment commander, or in his absence his deputy at each detachment headquarters installation of the division of state troopers, is a designee of the commissioner for the purpose of authorizing a search and rescue operation and the expenditure of up to one percent of the maximum amount of the search and rescue fund. His signature must be affixed to the"application for payment" form in each instance that he authorized expenses for a search and rescue operation.
