12 AAC 56.068. Observer trip requirements

(a) Pilot observer trips are required for areas that are not specifically tested for by the United States Coast Guard and that the board has determined are areas where the difficulty of the route or the volume of shipping makes additional observation trips necessary to adequately judge a pilot's competency in that area. An applicant for a deputy marine pilot license in the Southcentral Alaska Region must make at least one observer trip in each of the geographical areas identified in 12 AAC 56.028(b) (2) within the three years immediately preceding the date of application. An applicant for a marine pilot license in the Southeastern Alaska Region must make at least one observer trip in each of the geographical areas identified in 12 AAC 56.031(a) (2) within the three years immediately preceding the date of application.

(b) In areas that are not specifically tested for by the United States Coast Guard, but where the volume of shipping traffic is insufficient to meet the trip requirements for obtaining a valid United States Coast Guard license with an endorsement of first class pilotage, the board may substitute comparable trips for the trip requirements in (a) of this section.

(c) To remove a pilotage exclusion on a deputy marine pilot license for Klawock or the port of Hollis, the deputy marine pilot must complete the observer trip requirements for the appropriate area in 12 AAC 56.031(a) (2) and submit the documentation to the marine pilot coordinator with a request to have the exclusion removed.
