(a) Under AS 08.48.191 (b), the board may issue an engineering certificate of registration, without examination, to an applicant who
(1) documents education and experience that meet the requirements of (b) of this section and passage of examinations that meets the requirements of (b) or (d) of this section;
(2) documents work experience that satisfies the requirements of (c) of this section; and
(3) has completed the arctic engineering requirements of 12 AAC 36.110.
(b) An applicant for engineering registration by comity shall submit verification of current registration to practice engineering in another licensing jurisdiction that was based upon education, experience, and examination requirements that, in the opinion of the board, were at least equivalent to the requirements of AS 08.48 and this chapter at the time the applicant's out of state registration was issued. An applicant under this subsection who otherwise meets the requirements of this section is not required to demonstrate having passed the fundamentals of engineering examination.
(c) An applicant for engineering registration by comity shall
(1) have at least 24 months of responsible charge experience in the branch of professional engineering listed in 12 AAC 36.990(17) for which the applicant has applied, as verified by an engineer who has supervised the applicant and who was, at the time of providing the supervision, either
(A) registered in that branch of engineering; or
(B) registered as a professional engineer in a licensing jurisdiction that does not register engineers in specific branches of engineering; or
(2) if the applicant has been practicing engineering as a registered engineer for five years or more in a state, territory, or possession of the United States, or in the District of Columbia, provide two current letters of reference from registered engineers practicing the specific branch of engineering for which the applicant has applied; or
(3) if the applicant has been practicing for five years or more as a professional engineer in Canada, under a license issued by a provincial or territorial engineering association or order,
(A) provide two current letters of reference from engineers registered in a state, territory, or possession of the United States, the District of Columbia, or a province or territory of Canada; and
(B) if the applicant has not taken an examination that meets the requirements of (b) of this section, pass the examination listed in 12 AAC 36.100(c) in the branch of engineering for which the applicant has applied.
(d) If an applicant for engineering registration by comity was registered in another licensing jurisdiction based on an examination that does not meet the requirements of 12 AAC 36.100(c) , the applicant shall submit evidence to the board that the applicant has
(1) passed an examination for registration that was administered in a state, territory, or possession of the United States; and
(2) at least 10 years of postregistration work experience acceptable to the board in the branch of engineering for which the applicant has applied.
(e) An applicant for engineering registration by comity may submit a council record issued by NCEES to verify the applicant's qualifications, including
(1) examination results;
(2) education; and
(3) registration in another licensing jurisdiction.
(f) An applicant for engineering registration by comity may submit an NCEES council record stamped "model law engineer" to provide the documentation required in (a)(1) and (2) of this section.
