An application for renewal of a certificate of registration which is received by the department in complete and good order, accompanied by the required evidence of bond and insurance and the appropriate fee will be processed as
(1) a renewal application if received on or before the expiration date of the existing certificate of registration, and the department will issue a registration to the applicant, effective for the full registration year; or
(2) an application for reinstatement of the certificate of registration if received after the expiration date of the existing certificate, and the department will issue a certificate of registration to the applicant, effective on the date it is issued.
