The director may require a person who wants to acquire state land to file an application on a form provided by the division, and to pay a nonrefundable filing fee in accordance with a fee schedule posted at the district offices of the division. If the filing fee is paid with a check or draft on which the bank or credit union refuses payment, the application will be rejected. The application may be filed at any of the division's district offices. An application received before or after the filing period set by the director will be rejected. An agent who presents a power of attorney or other notarized authorization of agency may file an application on behalf of a qualified applicant. Filing an application does not grant or vest any right, title, or interest, nor any expectancy of a right, title, or interest.
