The department will award grants on a reimbursement basis, making payments to a grantee by periodic reimbursement of eligible costs, at the times and under the terms specified in the grant agreement. However, the department may make advance payment of a portion of the grant under terms and conditions specified in the grant agreement that ensure that grant money is used for eligible costs.
