(a) A contract that is reached as a result of collective negotiations must be submitted to the attorney general for review and approval in accordance with AS 23.50.020 (e) and (f) before the contract is effective.
(b) The authorized third party shall submit to the attorney general, along with the proposed contract, a report that explains how the contract is consistent with AS 23.50, and how the contract
(1) restores or maintains the competitive balance in the market for health care services;
(2) protects access to health care services;
(3) promotes the health care infrastructure and medical advancement; and
(4) improves communications between health care providers and health benefit plans.
