(a) At the same time a party files a document with the labor relations agency, that party must serve a copy of that document, by mail or hand delivery, on all other parties involved or on the representatives of the parties involved.
(b) Proof of service must accompany any document filed with the labor relations agency. Proof must be by a written declaration of the names and addresses of the parties served and the date and manner of service.
