A granting entity shall determine, under AS 23.15.640 (b), whether alternative sources of funds for services specified in AS 23.15.640 (b) are available. Before awarding a grant, the granting entity shall certify to the board in writing that, after a diligent inquiry, the granting entity has determined that alternative sources of funds are not available, are not appropriate, or have been exhausted.
