(a) Except as provided in (b) of this section, a person who meets the criteria of AS 23.15.635 is eligible for STEP training.
(b) A person eligible for training under the Workforce Investment Act (WIA) is not eligible for similar training under the STEP. However, if the WIA program determines that it is inappropriate to serve an otherwise eligible person under the WIA program or if WIA program money is not available to provide similar services, the person may receive training or services under the STEP if the person meets the criteria of AS 23.15.635 .
