(a) The ASAP staff shall collect a fee required under 7 AAC 80.210 at the time services are rendered, except that the department may implement a billing system if prepayment of the fee would impose a hardship on a client or the client's family.
(b) Unless the department grants a waiver under 7 AAC 80.230, an ASAP will not provide verification of a person's completion of the services provided by the ASAP until that person has paid any fee required under 7 AAC 80.210.
