(a) A grantee may use a contribution to the grantee's pilot project of cash (other than cash received as a grant under this chapter or under AS 47.65.020 ), real or personal property, including the use of real or personal property, or personal services, regardless of the source of the contribution, to satisfy the contribution requirements of AS 47.65.040 and 7 AAC 79.060.
(b) To satisfy the contribution requirements of AS 47.65.040 and 7 AAC 79.060, a contribution under (a) of this section
(1) must be used for a purpose which constitutes an allowable cost for the purposes of 7 AAC 78.160;
(2) must be verifiable from the records of the grantee's pilot project;
(3) must be, in the determination of the division, necessary and reasonable for proper and efficient accomplishment of the objectives of the grantee's pilot project; and
(4) may not be used to satisfy the matching contribution requirements for another grant received by the grantee.
