Section 300. Rights and responsibilities of clients and agency

7 AAC 56.300. Rights and responsibilities of clients and agency

(a) At the time of or before receiving agency services, an agency shall supply a client with a written statement or pamphlet indicating client and agency rights and responsibilities as specified in (b) of this section.

(b) The written statement or pamphlet must

(1) describe agency services and policy, including the types of child and family needs best addressed by the agency, intake requirements and procedures, services the agency provides, and fee and payment requirements under 7 AAC 56.070(a) (3);

(2) inform clients that a copy of this chapter, compliance reports, and the agency's policies are available for review upon request;

(3) have a written appeal process for agency clients in regard to all actions and decisions taken by the agency affecting those clients;

(4) inform clients of the right to appeal agency actions and decisions that affect them and of the procedures for making an appeal; and

(5) inform clients of the procedures for making a complaint to the division.

(c) An agency shall ensure that clients have access to information necessary to make informed decisions about their case.

(d) In a case in which a client is the parent of a child in state custody, and the state placing worker has assumed primary contact with the parent, the agency shall provide a copy of the written statement or pamphlet required by (b) of this section to the state placing worker for forwarding to the parent.
