Upon receipt of written authorization from
(1) an emancipated minor or an adult who was once a child client, the department will disclose the requested child protection information concerning the services provided by the department to the child client, except that the emancipated minor or adult may not authorize disclosure of information acquired while the child client was the subject of a child-in-need-of-aid petition or was a ward of the state;
(2) the parent, guardian, or custodian of a child client of the department, the department will disclose requested child protection information concerning that child to the parent's, guardian's or custodian's designee, except that
(A) the parent, guardian, or custodian may not authorize disclosure of information acquired while the child was the subject of a child-in-need-of-aid petition or was a ward of the state; and
(B) the parent, guardian, or custodian may not, over the objections of the child, authorize disclosure or information that infringes on the right of privacy of the child.
