Each juvenile shall be provided the type and quality of education that is offered in the community. Each facility shall adopt procedures to ensure that each juvenile has educational guidance by qualified personnel. The facility may use educational resources in the community and may place juveniles in these programs during the school day. The department will, in its discretion, enter into contracts with the Department of Education and Early Development or local school districts to provide educational services within the facility.
