When a juvenile has been institutionalized by court order and classified to a particular facility by a regional classification committee, that facility may accept or reject the juvenile on the basis of
(1) the ability of the facility to help the juvenile, taking into consideration other available alternatives;
(2) the ability of the juvenile to participate in the programs of the facility; and
(3) the population of the facility.
