The division, the client, or the client's authorized representative has the right to
(1) adequate time to examine all documents before the hearing to permit preparation of the case;
(2) self-representation, representation by an attorney, or representation by any other person who may be helpful in the presentation of the case;
(3) present witnesses and documents pertinent to the case;
(4) establish facts and advance arguments pertinent to the case;
(5) question or refute testimony or evidence, including the opportunity to confront and cross-examine adverse witnesses.
