Unless otherwise specified in applicable federal regulations, written notice to the client must detail the reasons for the proposed adverse action, including the statute, regulation, or policy upon which that action is based. The notice must also inform the client of the client's right to a hearing, how to request a hearing, that if the client wishes the division shall assist the client in making a hearing request, by whom the client may be represented at a hearing, and the conditions, if any, under which assistance may continue if a hearing is requested.
