(a) The department will determine eligibility for ATAP benefits only when the application is complete and signed by an individual who is an eligible signer under 7 AAC 45.155. The department will notify the applicant in writing of the need for additional information in order to complete the application and will state when that information must be received by the department to prevent the application from being denied.
(b) In order to complete any portion of an application left incomplete, the department will contact the applicant by telephone if the
(1) applicant is unable to personally appear before the department or fee agent due to circumstances beyond the applicant's control; and
(2) use of mail service would delay return of a completed application beyond the time limit for notice of a finding of eligibility under 7 AAC 45.205.
