(a) Except as otherwise provided in this chapter, the provision of general relief assistance is subject to all requirements of the program for which benefits are denied solely because a permanent fund dividend received by the person or a member of his household is counted as income or a resource.
(b) The requirements of 7 AAC 47 apply to the provision of assistance under this chapter except to the extent they conflict with (a) of this section.
