In this chapter unless the context requires otherwise
(1) "department" means the Department of Health and Social Services;
(2) "dependency" means the total psychophysical state of an addict in which the usual or increasing doses of the drug are required to prevent the onset of abstinence symptoms;
(3) "detoxification treatment" means the administering of methadone as a substitute narcotic drug in decreasing doses to reach a drug free state in a period not to exceed 21 days in order to withdraw an individual who is dependent on heroin or other morphine-like drugs from the use of those drugs;
(4) "drug dependent" means that a person's addiction has reached a stage where daily administration of heroin or other morphine-like drugs is required to avoid the onset of signs of withdrawal;
(5) "F.D.A." means the United States Food and Drug Administration;
(6) "maintenance treatment" means the continued administering of methadone in conjunction with provision of ancillary social and medical services, at relatively stable dosage levels for a period in excess of 21 days as a substitute narcotic drug for an individual who has a history of two or more years of dependency on heroin or other morphine-like drugs;
(7) "methadone" means 2-ethylidene-1, 5-dimethyl-3, 3-diphenyl-pyrrolidine, unless otherwise specified by the department;
(8) "methadone withdrawal" means a gradual decreasing dosage of methadone in planned decrements which results in a client's return to an opiate free state without suffering effects of withdrawal;
(9) "morphine-like drugs" means heroin, morphine, methadone, or any natural or synthetic opiate;
(10) "program" means a person or organization which furnishes a comprehensive range of services using methadone for either the detoxification or maintenance treatment, or both, of drug dependent persons;
(11) "protocol" means a written document which sets forth a program's organization and operational procedures in the form required by the department; a program's protocol may serve as its working procedure manual and the original protocol filed with the department serves as the proposed methadone program's application for approval.
