(a) Each program shall submit in its protocol a specific written plan for scheduled termination of methadone maintenance treatment. Scheduled withdrawal shall be under the immediate direction of the physician and is to be individualized in cooperation with the patient.
(b) A patient may voluntarily terminate his participation in a program even though such a termination may be against the advice of the program. A program may involuntarily terminate a patient's participation in the program for cause. Withdrawal procedures for involuntary termination shall be set forth in the protocol, and explained to the patient. Either voluntary or involuntary withdrawal from methadone shall take place over a specified period of time, which may not be less than 21 days, with exceptions which are approved in writing by the department and are justified by circumstances. The program may not circumvent the minimum withdrawal provisions by the imposition of any disciplinary action.
