(a) Each program shall set forth in its protocol its treatment philosophy, goals and the treatment plan intended to accomplish those goals. Goals shall be stated in terms which allow some practical measure of evaluation.
(b) Each maintenance treatment program shall attempt to assist each patient to eliminate all dependency on drugs, such as narcotics, barbiturates, and amphetamines as rapidly as is practical. If a patient is to be continued on a maintenance program beyond two years, the program physician and staff shall review the circumstances justifying the need for continued treatment. If continued maintenance treatment is considered necessary by the program physician and staff, the physician shall note the continued treatment in the patient's record and set forth the justification for continued treatment.
