(a) An initial certificate issued before July 1 expires on December 31 of the following year.
(b) An initial certificate issued after June 30 expires on December 31 of the second year following issuance.
(c) A recertification expires on December 31 of the second year following the expiration of the previous certificate, regardless of the date of issuance of the recertification.
