In 7 AAC 12.401 - 7 AAC 12.446, "low-risk maternal client" means an individual who
(1) is in general good health with uncomplicated prenatal courses, and participating in ongoing prenatal care;
(2) is participating in an appropriate education program;
(3) has no major medical problems;
(4) has no previous significant obstetrical complications which are likely to recur, nor previous uterine wall surgery or caesarean section;
(5) has parity under six unless a justification for a variation is documented by clinical staff;
(6) is not a nullipara of greater than 36 years of age nor less than 16 years of age;
(7) has no significant signs or symptoms of hypertension, toxemia, hydramnious, abruptio placenta, chorioamnionitis, malformed fetus, multiple gestation, intrauterine growth retardation, fetal meconium, fetal distress, alcoholism or drug addiction;
(8) while in active labor, demonstrates no significant signs or symptoms of anemia, active herpes genitalis, significant hypertension, placenta previa, malpositioned fetus, or breach;
(9) while in labor, is progressing normally;
(10) is without prolonged ruptured membranes;
(11) is not in premature labor or postmature gestation; and
(12) is appropriate for a setting where anesthesia is limited to local infiltration of the perineum, or a pudendal block.
