After the commissioner makes a decision under 7 AAC 07.070, the department will publish notice of that decision in at least one newspaper of general circulation in the state and on the Alaska Online Public Notice System established under AS 44.62.175 . In the notice, the commissioner will describe the proposed activity as authorized by the certificate of need, briefly summarize the commissioner's decision, include information about how to obtain a copy of the decision, and state that the applicant or any person who is substantially affected by the decision may appeal the decision under 7 AAC 07.080.
