The State Registrar may provide information from records and certificates registered in the bureau as well as those recorded as vital records by a local recorder, for statistical and research purposes; provided no identification of any individual can be made from the information furnished. He shall determine the conditions under which such information may be supplied, and the cost and method of reimbursement for any such service. The National Office of Vital Statistics may be furnished copies or other data from such records as may be needed for national statistics on a cost basis, and with such provisions for confidentiality as may be required by the State Registrar. He may also provide for the use of such records by local health authorities under such conditions as he may specify.
