Subject to the restrictions herein, and in accordance with the instructions of the State Registrar, disclosure of all or part of a vital statistics record shall be made upon request to an authorized person; provided that:
(1) disclosure of any information indicating that a birth occurred out of wedlock shall be made only upon order of a superior court; or to the person himself when of legal age; or to the parent of such person when needed to obtain personal or property rights; or to an agent of the state or federal government, acting in the performance of official duties, when needed to obtain personal or property rights for the person concerned;
(2) disclosure of a record where a person has been legitimated but no new certificate has been required shall be in accordance with the same provisions applying to illegitimate records;
(3) disclosure of the original record, and any information relating thereto, after a new certificate of birth has been substituted in cases of adoption and legitimation shall be in accordance with the statutes and regulations relating thereto;
(4) disclosure of the records, and any information pertaining thereto, concerning adoption, legitimation, and the issuance of marriage licenses shall be in accordance with the statutes and regulations pertaining thereto.
