As used herein
(1) "belated" birth certificate means one filed after the time prescribed for filed but within one year from the date of birth;
(2) "delayed" birth certificate means one filed one year or more after the date of birth; and
(3) "application for registration" means the filing of a satisfactory certificate form, signed, acknowledged, and completed to the extent required of the applicant, in accordance with the instructions of the State Registrar, with the proper local registrar or with the bureau as may be required.
