When the birth of a person born in Alaska, heretofore or hereafter, has not been registered, a certificate may be filed in accordance with the Vital Statistics Act, these regulations, and instructions issued thereunder. Its acceptance for registration shall be determined by the evidentiary and other requirements established hereunder. The establishment of such procedure, or the acceptance for registration of a certificate thereunder, does not relieve anyone from any responsibility he had for filing such certificate within a specified time.
