All reports or other records of adoption proceedings are strictly confidential, and are open to the public only upon order of the superior court. This specifically includes any records of such proceedings still remaining in the files of the various deputy and district magistrates. The reports of adoption filed with the bureau may be opened by the State Registrar for inspection by an agent of the state or federal government acting in the performance of official duties. A report filed with the bureau for the adoption of a person born outside of Alaska shall be forwarded by the bureau to the appropriate registration authority in the state of birth.
