In case the proper local registrar cannot be contacted in time, the application for extension of time may be made to the recording magistrate of the recording district within which the event occurred, or to one of the district magistrates of the same judicial district. Under the same conditions and if satisfied, such magistrate may grant an extension of time not to exceed the limits set forth, according to the instructions of the State Registrar. In such cases the magistrate must notify the proper local registrar at once, giving him all the information in the case.
