All certificates shall be prepared on the forms prescribed by the bureau, neatly and legibly typewritten or written with black or blue-black unfading ink wherever possible. Erasures or other eradications, or complete deletions shall not be made on certificates. When an error is made and a new certificate is not feasible, such deletion should be made by drawing a light line through the erroneous entry and legibly entering the correct item adjacent thereto. After a certificate is accepted for filing, any changes shall be made in accordance with the instructions of the State Registrar.
