Each recording magistrate shall transmit to the bureau all original certificates and other required forms, reports, and returns for his recording district since his last transmittal. Such transmittal shall include the original certificates forwarded to him by marriage commissioners and local registrars within his recording district, as well as those filed directly with him as local registrar; and reports of marriage licenses issued from his own office. A transmittal form furnished by the bureau shall be completed covering all original certificates transmitted, and included with the report, in accordance with instructions. Each such recording magistrate shall report at least once each month to the bureau; if there are no certificates or other reports to transmit, such monthly report shall be on the forms and in the manner specified by the State Registrar. As each original certificate is presented for filing, and is determined to be acceptable, and before transmittal to the bureau, the recording magistrate must complete the required recording information, and record a copy of such certificate for his files.
