The local registrar of any registration district containing scattered villages inaccessible to direct supervision by the local registrar in person may, with the approval of the State Registrar, designate one person in any such village as sub-registrar of vital statistics for such village and surrounding area. Upon acceptance of such designation, the sub-registrar shall be responsible for preparing, signing, and filing with the local registrar a certificate for each birth, death, and fetal death (stillbirth) occurring in his designated area and not attended by a physician or nurse; and for such reports as may be required by the bureau. The area of his responsibility shall be clearly delineated. The bureau shall furnish each sub-registrar the necessary forms and detailed instructions covering his duties and responsibilities.
