The State Registrar of Vital Statistics, under the general supervision of the Commissioner of Health and Social Services or his designated representative, shall be the responsible official of the bureau, and shall be in charge of its duties and functions. The State Registrar shall, in addition to other specified duties, be responsible for preparing and suggesting proposed changes in the Vital Statistics Act and related laws for the purpose of improving the statewide system of vital statistics; preparing, suggesting, and, at the direction of the commissioner, holding hearings for the purpose of adopting, amending, or repealing regulations authorized by the Vital Statistics Act; and generally for suggesting, initiating, and implementing new procedures, within the limits of the policy and budget of the department, for the purpose of improving the system and its relationship with the public, professional groups, other agencies, and others with whom it has contact.
