Beginning at the intersection of Sooner River and Kukpowruk River; then southerly along the thread of Sooner River to its headwaters; then southwesterly along a non-visible point-to-point line extending to the headwaters of Kivalina River; then southwesterly along the thread of Kivalina River to its intersection with the North Slope Borough boundary; then northwesterly and northeasterly along the North Slope Borough boundary to its intersection with a non-visible point-point line to the mouth of Kukpowruk River; then southeasterly along the thread of Kukpowruk River to the point of beginning, including all that area within the boundaries of the City of Point Hope and the area within the community of Cape Lisburne.
