Beginning at the intersection of Kuskokwim River and Tubungaluk Creek; then northwesterly along the thread of Tubungaluk Creek to its headwaters; then westerly along a non-visible point-to-point line to a series of small lakes east of Pikmiktalik River, extending to Pikmiktalik River; then southerly along the thread of Pikmiktalik River to its intersection with Johnson River; then southeasterly along the western shoreline of Johnson River to its intersection with Kuskokwim River; then northeasterly along the thread of Kuskokwim River to its intersection with the City of Bethel boundary; then west, north, and east along the City of Bethel boundary to its intersection with Kuskokwim River; then northeasterly along the western shoreline of Kuskokwim River to the point of beginning, including all that area within the boundaries of the City of Napakiak.
