Beginning at the intersection of the Alaska Psychiatric Institute boundary and Lake Otis Parkway; then northerly along the centerline of Lake Otis Parkway to its intersection with Chester Creek; then easterly along the thread of Chester Creek to its intersection with Chester Creek South Fork; then southeasterly along the thread of Chester Creek South Fork to its intersection with E. Northern Lights Boulevard; then northeasterly, easterly and southeasterly along the centerline of E. Northern Lights Boulevard to its intersection with Power Line ROW; then southerly along Power Line R.O.W. to its intersection with the Alaska Pacific University boundary; then southerly and westerly along the Alaska Pacific University boundary to its intersection with the Alaska Psychiatric Institute boundary; then westerly along the Alaska Psychiatric Institute boundary to the point of beginning.
