A portion of the City and Borough of Sitka described as follows: Beginning at the intersection of Cascade Creek and the National Forest boundary; then southwesterly along the thread of Cascade Creek to its mouth; then southwesterly along a non-visible point-to-point line extending to the median of Sitka Channel; then northwesterly along the median of Sitka Channel to its intersection with the median of Western Channel, excluding the Kasiana Islands; then northerly along the median of Western Channel to its intersection with a non-visible point-to-point line extending from the mouth of Starrigavan Creek; then southeasterly along the non-visible point-to-point line to the mouth of Starrigavan Creek; then southeasterly along the thread of Starrigavan Creek to its intersection with the Tongass National Forest boundary; then southerly along the Tongass National Forest boundary to the point of beginning.
