(a) The lieutenant governor will register a person to act as a certifying authority for electronic signatures under AS 09.25.500 - 09.25.520 if the lieutenant governor determines that the person has demonstrated the ability to operate in a manner consistent with the purposes set out in AS 09.25.500 .
(b) The lieutenant governor will consider a person to have demonstrated the ability required by (a) of this section if the person
(1) holds a valid authorization from another jurisdiction at act as a certifying authority in that jurisdiction; and
(2) the lieutenant governor determines that the other jurisdiction's requirements for obtaining that authorization would effectuate the purposes set out in AS 09.25.500 .
