(a) The hearing record consists of the complaint and answer, as amended, the recording of the hearing, exhibits and depositions admitted or excluded by the examiner, stipulations, briefs, orders of the examiner, the examiner's recommended decision and objections to it, and the final order of the hearing commissioners.
(b) A party may purchase from the commission
(1) a copy of the audiotape of the hearing; or
(2) a transcript of the audiotape of the hearing, if the commission prepares a transcript.
