The ballot of a voter voting an absentee ballot in person at an absentee location authorized under AS 15.20.045 will not be counted if
(1) the voter's qualifications under AS 15.05.010 and registration under AS 15.07 cannot be verified;
(2) in the case of a voter voting in a presidential election, the voter's qualifications to register and vote under AS 15.05.012 - 15.05.014 cannot be verified;
(3) in the case of a voter whose registration has been inactivated under AS 15.07.130 (b), the voter's prior registration for either of the two most recent general elections cannot be verified; or
(4) the voter has failed to
(A) sign the voter certification;
(B) repealed 8/23/2001.
(C) provide identification as described in AS 15.20.203 (b)(6).
