(a) An organized group of voters that represents a political program recognized as a political party by the director before August 9, 1997 is exempt from complying with the provisions of this section.
(b) An organized group of voters that represents a political program not recognized as a political party by the director may become recognized under the registration method set out in AS 15.60.010 (21) and this section. A group seeking to become recognized as a political party shall file an application with the director. The application must include the name, address, and telephone number of the contact person for the group and name of the group. The group shall also submit a copy of the by-laws for the group to the director. Upon receipt of these documents, the director will begin to track registrations for the group seeking recognition as a political party. The director will recognize the group as a political party upon verification by the director that the number of qualified voters set out in AS 15.60.010 (21) have submitted to the director valid voter registration forms supplied by the director to declare affiliation with the group.
(c) For a political party that has attained recognized political party status under (b) of this section, the director may not withdraw that status from the political party during the period of time after July 7, 2004 and before the certificate of the general election, or January 3, 2005, whichever is later.
