(a) Any person who is unable to pay the filing fee for candidacy, and still provide for the necessities of life, may file as an indigent candidate, and apply to the division for a waiver of the filing fee.
(b) A candidate desiring waiver of the filing fee shall complete a written, notarized affidavit, on a form provided by the division, stating the facts on which the claim of indigency is based. The completed affidavit must accompany the declaration of candidacy.
(c) The division will review the affidavit. Upon a determination of indigency, the division will waive the filing fee and treat the affiant's candidacy as if a filing fee had been paid.
