Editor's note: 5 AAC 77.546 was repealed by emergency regulation, effective May 22, 1991. On May 30, 1991, the Superior Court found the repeal invalid as an emergency regulation. Therefore, the repeal was not published in Register 118 (July 1991). The repeal subsequently was filed as a "regular" regulation.
