(a) A grantee shall apply the procedures in this section to implement program changes made in this chapter that are effective 9/11/2002 affecting families receiving child care assistance benefits under this chapter.
(b) A grantee shall notify in writing participating families of income and contribution program changes made in this chapter that are effective 9/11/2002.
(c) A grantee shall review its existing families receiving child care assistance benefits under this chapter and identify and specifically notify in writing families found to be no longer eligible for program benefits or eligible for a reduced amount of benefits. A grantee must give a family 60 days written notice before termination or reduction of program benefits as a result of program changes made in this chapter that are effective 9/11/2002. The notice must include information regarding the right to appeal under this chapter. If the family requests it, the grantee must provide additional information to the family and perform a review of the family's situation to confirm the family is not eligible or that the amount of benefit reduction is accurate.
(d) In addition to the review required by (c) of this section, a grantee may perform ongoing eligibility determinations in one of the following manners:
(1) a family may take its eligibility reviewed at its normally scheduled time;
(2) a family may request an early eligibility review; however, those reviews requested under this paragraph may be provided as grantee resources permit.
